The initiative focuses on the preparation of a comprehensive Land Use Plan for Mbianjong, located within the Njoagwi-Fotabong III Fondom of the Fontem Sub-Division.
This project is part of a strategic effort by the municipal authorities to ensure organized urban growth and sustainable land management in the region.

Evaluation Criteria
The Menji Council Internal Tender’s Board will apply strict criteria to ensure the project is awarded to a highly capable firm.
Eliminatory Criteria (Automatic Disqualification)
Absence of a bid bond or CDEC receipt.
Submission of false declarations or forged documents.
A technical score of less than 70%.
Absence of a quantified unit price.
Essential Qualification Criteria
Bidders will be evaluated on a binary (pass/fail) system based on the following:
Experience: References in similar technical works (specifically urban planning or solar electrification contexts).
Human Resources: Expertise of key personnel to be mobilized.
Logistics: Quality of equipment and methodological organization of the site.
Financial Health: Minimum financial capacity of 4,000,000 CFA and an annual turnover of 10,000,000 CFA.
Timeline: Commitment to the 3-month execution deadline.
Award and Validity
The contract will be awarded to the bidder who offers the lowest financial bid while meeting all technical and administrative qualifications. Once submitted, bidders are committed to their offers for a period of 90 days.
The project owner emphasizes that the maximum execution timeframe for this first phase is strictly set at three (03) months.
